The Rural Community Immigration Pilot (RCIP) is a new federal immigration pilot program launched by Immigration, Refugees and Citizenship Canada (IRCC) in 2025. It aims to help rural and remote communities across Canada attract international talent.

Pictou County is one of the first 14 pilot communities in the country. This program provides applicants with a direct pathway to permanent residency without requiring an LMIA (Labour Market Impact Assessment).

Application Process

Step 1 – Job Offer

Obtain a full-time, long-term job offer from a designated employer in Pictou County

Step 2 – Community Recommendation
The employer submits a recommendation application to the Pictou County Partnership (PCP). Applicants are assessed under a point-based system, and successful candidates receive a community recommendation letter.

Step 3 – Permanent Residence Application
With the recommendation letter, the applicant applies for Permanent Residence to IRCC and may simultaneously apply for a closed work permit to begin working in Canada sooner.

Program Quota & Timeline

Annual quota: approximately 60 applicants

Recommendation windows (2025):

  • July 14–25
  • August 1–15
  • September 1–15
  • October 1–15
  • November 1–15
  • December 1–10

Each intake window issues roughly 10 community recommendations on a first-come, merit-based basis.
